CDSCO Cosmetic Import Registration for Korean Beauty Brands: Process & Timeline
Before a single K-beauty product clears Indian customs, it must be registered with the Central Drugs Standard Control Organisation (CDSCO). This is the core regulatory step for any Korean cosmetic brand entering India.
Who Applies?
The application is filed by an Indian Authorised Agent on behalf of the Korean manufacturer — an importer, subsidiary, or appointed distributor with a place of business in India.
Documents Required
- Manufacturing/free sale certificate from Korea (often apostilled).
- Product composition and specifications for each variant.
- Label artwork and packaging details.
- Power of Attorney appointing the Indian Authorised Agent.
- Manufacturer's licence and GMP evidence.
The Process (Form COS-1 → COS-2)
- Step 1: Compile the dossier for each brand and product category.
- Step 2: File Form COS-1 on the CDSCO portal with fees.
- Step 3: Respond to any queries raised by the regulator.
- Step 4: Receive the COS-2 registration certificate.
Timeline, Validity & Fees
Registration typically takes 3–6 months depending on dossier quality and queries. The certificate is valid across multiple products under a brand and remains valid as long as fees are maintained, with government fees charged per brand and per variant/category.
Common Pitfalls
Incomplete free-sale certificates, mismatched composition data, and non-compliant labels are the top causes of delay. A well-prepared dossier is the fastest route.
