EPR Registration for Plastic & E-Waste in India: 2026 Compliance Guide
Extended Producer Responsibility (EPR) makes producers, importers, and brand owners responsible for the environmentally sound management of their products once they become waste. In India, EPR is mandatory for plastic packaging, e-waste, batteries, and used tyres, administered through the CPCB portal.
Who Must Register?
- Producers — manufacturers of plastic packaging or electronic goods.
- Importers — anyone importing products or packaging covered by the rules.
- Brand Owners — companies that sell products under their own brand using covered packaging.
Plastic Waste EPR Obligations
Registered entities receive annual EPR targets based on the plastic they introduce to the market, split across four categories of packaging. Targets must be met through recycling, reuse, or end-of-life disposal, evidenced by EPR certificates purchased from registered recyclers.
E-Waste EPR Obligations
Under the E-Waste (Management) Rules, producers must collect back a defined percentage of the electronics they sell, with targets rising each year. Compliance is tracked through the CPCB portal, and EPR certificates are generated by registered recyclers and dismantlers.
The Registration Process
- Step 1: Create an account on the centralised CPCB EPR portal.
- Step 2: Submit company details, product/packaging categories, and prior sales data.
- Step 3: Receive the EPR registration certificate and your annual targets.
- Step 4: File quarterly and annual returns and reconcile EPR certificates against targets.
Penalties
Non-registration or failure to meet targets attracts environmental compensation levied by the CPCB, calculated on the shortfall, plus the risk of business restrictions.
