FSSAI Food License in India: Types, Eligibility, Cost & Renewal 2026
Any business that manufactures, stores, transports, or sells food in India must hold a valid FSSAI license. The 14-digit license number must be printed on packaging and displayed at your premises. The tier you need depends on turnover and scale of operations.
The Three Tiers
- Basic Registration: For businesses with turnover up to ₹12 lakh — small retailers, home kitchens, and hawkers.
- State License: For turnover between ₹12 lakh and ₹20 crore — mid-sized manufacturers, restaurants, and distributors.
- Central License: For turnover above ₹20 crore, importers/exporters, e-commerce food sellers, and businesses operating in multiple states.
Documents Required
- Identity and address proof of the proprietor or directors.
- Proof of business premises (rent agreement or utility bill).
- Food safety management plan and product list.
- For manufacturers: layout plan and list of equipment.
Cost & Timeline
- Basic Registration: ₹100 per year.
- State License: ₹2,000–₹5,000 per year depending on capacity.
- Central License: ₹7,500 per year.
- Basic registration is usually issued in 7–10 days; State and Central licenses can take 30–60 days.
Renewal Rules
Licenses are issued for 1 to 5 years. You must apply for renewal before expiry — a lapsed license attracts a penalty of ₹100 per day, and operating without a valid license can invite fines up to ₹5 lakh and imprisonment.
Ongoing Compliance
Central and State license holders must file an annual return (Form D1) by 31 May, and maintain hygiene ratings and product testing records.
